Starting January 1, 2026, the Malaysian government will introduce a new, standardised system for traffic summonses issued by both the Road Transport Department (JPJ) and the police. This move aims to create fairness and consistency across enforcement agencies, while also encouraging motorists to settle their fines early.
Under the new approach, guided by the principle of “the less you delay, the less you pay” : discounts will be structured clearly. Motorists who pay within the first 15 days will enjoy a 50% reduction, while those who settle their summonses between the 16th and 30th day will receive a 33% discount. After the 30th day, no discounts will be given, and those who fail to pay within 60 days risk court action or blacklisting.
This new system, however, will not apply to non-compoundable offences such as driving without insurance or a valid licence.
Transport Minister Loke Siew Fook explained that this decision was made to eliminate confusion caused by differing fine rates and inconsistent enforcement practices between the JPJ and the police. The Cabinet approved this harmonisation on October 17 to ensure uniformity in road traffic law enforcement nationwide.
Before the new structure takes effect, a transition campaign will run from November 1 to December 30, offering motorists a chance to clear outstanding summonses at discounted rates. During this period, JPJ summonses will receive a 50% discount, while police summonses will be eligible for a 70% discount.
Home Minister Saifuddin Nasution Ismail added that the new standardised structure will replace past ad-hoc discount campaigns, which often encouraged people to delay payments in anticipation of future offers.
Motorists are encouraged to check and pay their summonses through platforms such as the MySikap portal, MyJPJ app, MyBayar app, or at in-person counters to take advantage of the upcoming discount campaign and prepare for the new system ahead.
