Port Dickson Puppy Death : CCTV Captures Puppy Allegedly Run Over Twice, Authorities Urged to Act

Lawyers for Animal Rights has called for an urgent investigation into the death of a puppy that was allegedly struck twice by a vehicle in Port Dickson.

The group said the incident, which was reported at the Lukut police station, involved a white Mitsubishi Triton that allegedly ran over the puppy before reversing and striking the animal a second time.

According to the group, CCTV footage showed the puppy lying on the road before the vehicle appeared to drive over it. The driver then allegedly reversed and ran over the puppy again, resulting in its death. Lawyers for Animal Rights representative Rajesh Nagarajan said the incident should not be dismissed as a momentary lapse in attention, negligence or an unfortunate accident.

“What makes this case so troubling is not simply that a defenceless animal was struck by a vehicle, but that the vehicle returned and struck the same animal a second time,” he said in a statement on Sunday (Aug 9).

The group has urged authorities to investigate the case under Section 29(1)(a) and Section 29(1)(e) of the Animal Welfare Act 2015, which cover acts of cruelty involving the beating, terrifying or torturing of an animal.

Rajesh said treating the incident solely as a property offence under the Penal Code would be a serious mischaracterization of the law and would undermine the purpose of the Animal Welfare Act.

“Animals are not disposable objects. They are sentient beings entitled to protection from cruelty, and the law should be applied accordingly,” he said.

The group also called on police and relevant authorities to act swiftly to preserve evidence, warning that delays could affect the strength of the investigation.

Among the steps urged are securing CCTV footage from the surrounding area, tracing the vehicle involved, obtaining a veterinary forensic report and recording statements from witnesses.

“Each of these steps becomes harder, and the evidence weaker, with every day that passes,” Rajesh said.

Lawyers for Animal Rights said the incident also highlights concerns over cases of violence against animals in Malaysia that may go uninvestigated or be classified under less serious offences. Rajesh urged authorities to immediately assess the case under the Animal Welfare Act 2015 and ensure that the person responsible is identified and, if evidence supports it, prosecuted.

“There should be no downgrading of the charge, and no delay in bringing it,” he said.

“A society cannot describe itself as civilised while conduct of this kind goes unpunished.”

This version keeps the allegations clearly attributed to the animal rights group and avoids presenting the driver's intent as an established fact while the investigation is ongoing.
