RM600 Monthly Aid for Malaysian Seniors: Who Qualifies and How to Apply?

For families caring for elderly parents, every bit of financial assistance can make a difference.

Malaysia’s Bantuan Warga Emas (BWE) provides monthly financial assistance to eligible senior citizens who meet the required conditions. However, the aid is not a blanket payment for everyone aged 60 and above.

According to the information provided, eligibility is primarily based on household income and the applicant’s circumstances. Malaysian citizens aged 60 and above may qualify if their household income does not exceed the applicable Hardcore Poor Household Poverty Line (PGK) average or the relevant per-capita threshold. 

The assistance is particularly intended to support senior citizens who are in financial need, with those living alone without children or family support given priority.

However, seniors living with family members whose income exceeds the poverty threshold may still be considered on a case-by-case basis, subject to approval by the State JKM Director. Adult children who are caring for an elderly parent can also apply on the parent’s behalf, provided the household meets the relevant income requirements. 

So, who can apply?

Applicants generally need to meet the following requirements:

• Malaysian citizen residing in Malaysia
• Aged 60 years and above
• Household income within the applicable PGK threshold
• Not residing in a JKM-run institution or a government-supported care facility
• Senior citizens who do not have children (one child) are eligible for assistance if they live with/board with other family members /caregivers who have incomes exceeding the Current Average Household Poverty Level/Current Average Per Capita Poverty Level

Applicants may also need to provide supporting documents, including  

• MyKad
• Identification documents for household members
• Proof of household income
• Proof of address and bank account details.
• Income declaration from the Penghulu/Penggawa/Community Leader or any individual appointed or elected to lead and represent the community at the local level by the Government either at the State or Federal level (Income/Employment Verification Form) if self-employed
• Letter/Income statement from employer

Note : Additional documents, such as an OKU card, spouse’s death or divorce certificate, or medical reports, may be required depending on individual circumstances. 

How can seniors apply?

There are two application methods online through the eBantuanJKM portal or manually at the nearest Pejabat Kebajikan Masyarakat Daerah (PKMD).

• For online applications, applicants need to register, select Bantuan Warga Emas, complete the application form and upload the required supporting documents.

Importantly, after submitting an online application, the applicant or a representative must visit the nearest PKMD within 14 days with the original and photocopied documents for verification. Failure to complete this step within the specified period may result in the online application being cancelled. 

For those who prefer to apply in person, the application can be submitted at the nearest PKMD using Borang JKM18, together with the necessary supporting documents.

After an application is submitted, a welfare officer may conduct a home visit to assess the applicant’s living conditions and financial circumstances before a decision is made. 

According to the information provided, successful applicants receive RM600 per month, with payment made directly into the registered bank account. For seniors without an active bank account, payment may be collected through the relevant JKM counter. 

What if the application is rejected?

A rejected application does not necessarily mean the applicant has no further options.

Applicants can find out the reason for rejection, provide additional supporting documents where necessary and submit an appeal through the relevant PKMD. Certain cases may also be considered by the State JKM Director. 

The BWE is also not the only form of assistance available to Malaysian seniors.

Eligible individuals may also explore other forms of support, including caregiver assistance, state-level welfare programmes, healthcare subsidies and Sumbangan Tunai Rahmah (STR), depending on their circumstances. 

For families already facing the rising cost of caring for an elderly parent, knowing what assistance is available can make a significant difference.

The important thing is not to assume that a senior citizen is automatically eligible or ineligible, based solely on age.

Household income, living arrangements and individual circumstances all matter. If you are unsure whether you or an elderly family member qualifies, the safest step is to contact the nearest PKMD and have the case assessed by a welfare officer. 

For many families, RM600 a month may not cover every expense. But for an elderly person in financial need, it can provide meaningful support for everyday necessities and help ease some of the financial pressure on their family.
