While Malaysia has not implemented a nationwide ban on vaping, several state governments are independently regulating or prohibiting the sale of vapes and electronic cigarettes in response to growing health concerns.

According to the Star, Health Minister Datuk Seri Dr Dzulkefly Ahmad stated that the federal government has opted to regulate vaping products rather than impose an outright ban. However, states have been encouraged to stop issuing licences for businesses dealing in vapes and e-cigarettes.

Here is the current status across the country:

States with Bans or Pending Bans


Johor | Status:

Prohibited since 1 January 2016

Details:
The first state to take formal action, Johor banned vape sales following a royal decree by Sultan Ibrahim Sultan Iskandar.

Kelantan | Status:

Prohibited since 2016

Details: All vaping products are banned from business premises.


Terengganu | Status:

Ban effective 1 August 2025

Details: The state has confirmed it will implement a statewide ban beginning August 2025.


Perlis | Status:

Ban effective 1 August 2025

Details : Like Terengganu, Perlis will enforce a full ban starting August 2025.

Kedah | Status:

Transitioning toward a ban by 2026

Details: While a complete ban is not yet in place, the state has ceased renewing licences for vape-related businesses.

States Considering a Ban

Selangor | Status:

Under deliberation (as of May 2025)

Details: The state government is still reviewing the potential for implementing a ban.


Penang | Status:

Open to a ban

Details: Officials have expressed willingness to consider a ban but no formal discussions have taken place.


Pahang | Status:

No official ban

Details: In November 2024, Sultan Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah publicly called for a statewide ban.


States with No Formal Position

Melaka, Negeri Sembilan, Perak, Sabah, Sarawak, Federal Territories


As of now, these states and territories have not issued any official statements regarding the regulation or prohibition of vape and e-cigarette sales.
